BELPOL, an association of Belarusian law enforcers, has received information about on criminal cases initiated and investigated by Lukashenko's punitive structures in 2023.
Due to the significant amount of information, it will take some time to fully process it. Today we publish the first part of our analysis.
We use the term "crime" in the statistics below by conventionAs a significant number of criminal cases have been brought by the regime's henchmen illegally, many individuals have been wrongfully prosecuted on political grounds.
Information on political repression will be set out in a separate document, which will be available shortly BELPOL will post on his media resources.
General information
So last year. A total of 85,374 crimes were registered in the "Unified State Data Bank on Offenses".of which criminal proceedings have been initiated, of which the so-called:

The above-mentioned crimes resulted in 673 deaths and 135 injuries.
In cities and urban-type settlements 65763 crimes or 77% of their total number were committed.
Domestic violence is categorized as follows 2,418 offenses (2.8%).committed by an organized group - 886 (1%), offenses under the Criminal Code of 1960 - 9.

In quantitative terms, the following articles of the Criminal Code "lead" among suspended criminal cases:
- Article 205 of the Criminal Code "Theft" - 9,816 criminal cases (24.9%), the total amount of damage is RUB 11.7 million;
- Art. 209 of the Criminal Code "Fraud" - 8646 criminal cases (21.9%), the total amount of damage is 59.4 million rubles (19.1% of total damages in suspended criminal cases);
- Art. 212 of the Criminal Code "Theft of property by modification of computer information" - 11178 criminal cases (28.4%), the total amount of damage is RUB 27.9 million (8.97% of total damages in suspended criminal cases); ;
- Art. 328 of the Criminal Code "Illegal trafficking in narcotic drugs" - 1,320 criminal cases (3.3%);
- Art. 339 of the Criminal Code "Hooliganism" - 918 criminal cases (2.3%);
- Art. 349 of the Criminal Code "Unauthorized access to computer information" - 1,022 criminal cases (2.6%);
- Art. 435 of the Criminal Code "Evasion from military service" - 501 criminal cases (1.3%).
Also suspended is the investigation into:
- 103 criminal casesThe total amount of damage under Article 332 of the Criminal Code "Evasion of Taxes and Duties" is 101.5 million rubles. (32.6% of the total amount of damages in suspended criminal cases);
- 23 criminal casesThe total amount of damage was RUB 58.5 million, which was initiated under Article 424 of the Criminal Code "Abuse of power or official authority". (18.8% of the total amount of damages in suspended criminal cases).
In 2023, 45,967 criminal cases were completed.
Amount established property damage in criminal cases that have been completed, amounted to 318 million 879.4 thousand rubles. Compensated for the damage caused - 177 million 328.4 thousand rubles or 55,6%. The seizure of property in these criminal cases amounted to - 218 million 837 thousand rubles.
The distribution by category of perpetrators of these offenses is as follows:
- by or with the participation of women - 8489 (18.5% offenses.);
- not working and not studying or with their participation - 25624 (55,7%);
- by citizens of foreign states or with their participation - 1148 (2,5%);
- including citizens of CIS countries - 1002 (2,2%);
- by or with the participation of minors - 1353 (2,9%);
- with a criminal record or with their participation - 15521 (33,8%);
- in the group of persons - 3424 (7,4%);
- including as part of an organized group of persons - 579 (1,3%);
- by persons under the influence of alcohol or with their participation - 13661 (29,7%).

Thus, in completed criminal proceedings, the following cases more than half of crimes were committed by citizens who do not work or study, about 1/3 crimes - persons with previous convictions, as well as those who were under the influence of alcohol or drugs.

Information on perpetrators of crimes
For the year 2023, a total of 38660 persons who have committed crimes (their number is less than the number of criminal cases opened, as the same person may have committed 2 or more offenses).
Of these, the following were prosecuted 33599 persons (86.9% of identified offenders).
The age distribution of these persons is as follows:
Their distribution by occupation (selectively):
- workers - 10850 people (28.1% from persons who have committed crimes);
- employees - 1,867 people (4.8%);
- students of educational institutions - 1,461 persons (3.8%), of which:
- medium - 496 people (1.3%);
- Vocational and technical - 480 people (1.2%);
- higher and specialized secondary education - 485 people (1.25%);
- unemployed and uneducated - 20902 persons (54.1%).
From the number of individuals who have committed crimes:
Among them, women amounted to 7244 persons (18.7% of persons who committed crimes).
They are categorized by age as follows:
- 14 to 15 years old - 34 people (0.47%);
- 16 to 17 years old - 116 people (1.6%);
- 18 to 29 years old - 1,229 people (17%);
- 30 years and older - 5,865 people (81%).
By type of crime committed by women, the distribution is as follows:
