Along with the "under-siloviki", state officials and propaganda media, The so-called "ideological vertical" is the backbone of the Minsk regime. Moreover, this structure has both visible and hidden from the majority of the population "part of the iceberg". What it is in quantitative and organizational terms, BELPOL will show in detail on the example of Minsk region (for other regions of Belarus the parameters are similar).
So, uh, в of the Minsk region among officials of "executive power bodies" - 132 persons directly responsible for "ideological work" and the so-called "youth policy" directly related to it. This:
- 1 Deputy Chairman of the Minsk Regional Executive Committee;
- 1 Deputy Chairman of the Zhodino City Executive Committee;
- 22 deputy chairmen of district executive committees;
- 12 employees of the main department of ideological work and youth affairs of Minsk Regional Executive Committee;
- 96 people - heads and staff of ideology and youth affairs departments of district executive committees and Zhodzina City Executive Committee.
It should be noted that Candidates for heads of ideological units, starting from the district level and upwards, must be agreed in writing with the leadership of the lukashenko administration. The majority of these ideological officials are middle-aged and older. Thus, only 28% under 40 years, 37% - from 40 before 50 years, 35% - older 50 years.
By length of service in office, their distribution is as follows:
- less than a year - 20%;
- 1 to 3 years old - 19%;
- 3 to 5 years old - 18%;
- 5 years and up - 43%.
But this is only the top of the ideological pyramid. Responsibilities for "ideological work" at enterprises and organizations of Minsk region according to job descriptions are assigned to 1,220 peopleof which about 190 individuals - These are so-called "exempt employees" who do nothing but "brainwash" the workers. Such special positions of deputy director for ideological work have been introduced at 32 enterprises with more than 1000 employees. Below is a list of them.

It should be emphasized that at the moment almost all of the above-mentioned 1220 posts. of staff ideologues are busy, the noncompete is about 3%. About 10% of ideologists at enterprises are persons of retirement age. Staff turnover since the beginning of 2024 amounted to 9%. In terms of length of service in the position, their distribution is similar to the same indicator among ideologists-executives, the parameters are as follows:
- less than a year - 18%;
- 1 to 3 years - 24%;
- 3 to 5 years old - 19%;
- 5 years and up - 38%.
Thus, among the employees of the state apparatus, enterprises and organizations of Minsk region there are only 1352 full-time ideologists. In total, there will be about 8-9 thousand of them in 6 regions of Belarus and the city of Minsk (when making calculations, it should be taken into account that Minsk region ranks first in the country in terms of population size). But this is not the whole "ideological vertical". Lukashenka's regime pays priority attention to the so-called "outreach work" among the youth. And this is done by several more purely ideological structures, both financed directly from the budget and formally being "public organizations". The most famous of them is the public organization "Belarusian Republican Union of Youth" (BRSM), numbering thousands of functionaries in the central apparatus, regional and district organizations, as well as in enterprises, who are constantly engaged in "deceiving" the young generation on a paid basis.
However, apart from the BRSM, there is a number of less known formally "public" structures, which in reality are rigidly integrated into the "ideological machine" of the dictator. For example, the "Youth Council at the National Assembly of the Republic of Belarus" with 138 members, which the Lukashists consider to be their "personnel potential". There are also "Youth Parliaments" at regional councils of deputies in the regions (in Minsk region its number is 50 people), regional and district councils of working youth, specialists in working with youth at enterprises. Thus, in military terms, the regime formed a whole division of "fighters of the ideological front" at the expense of the workers.
