A firing squad for a fake "terrorist attack"
how the lukashenko regime blows up belarusian railroads and makes "terrorists" out of european citizens
BELPOL was aware of the situation with the court's ruling Minsk region June 24, 2024 of the "firing squad" conviction of a German citizen Rico Kriegeru (Rico Krieger) for allegedly blowing up railroad tracks at Ozerishche station on the instructions of the Security Service of Ukraine. However, we deliberately took a pause and did not comment on this information in detail for some time, double-checking it together with the By the Community of Railwaymen of Belarus and our other partners with the available information. This work has been largely completed and we can now confidently state: there was no "terrorist attack" by Rico Krieger.The materials of Lukashenka's "investigation" and "trial" are completely falsified, and what happened to the German citizen is another case of hostage-taking by the criminal Minsk regime. But first things first.

Version of regime "trial" and propaganda
According to the verdict of Lukashenko's "court" (an extract of which is available from BELPOL) - "during the course of the trial, the court found"that no later than 05.03.2022 "unidentified persons" from among the representatives of the Security Service of Ukraine (SBU) and the armed formation "Kastus Kalinowski Regiment" (PKK, until 21.05.2022 - "Kastus Kalinouski's Battalion".), recognized in the Republic of Belarus as an extremist formation, united into a stable, controlled group to carry out joint terrorist and other criminal activities aimed at harming the national security of the Republic of Belarus on a permanent basis.
It is impossible not to comment on the above. The so-called "Minsk Region Court" immediately turned everything upside down. That is, it was not Putin-Lukashenko's gang that treacherously attacked Ukraine, killing and destroying everything in its path. It's just that the "unidentified" Ukrainians and "Kalinovites" (pardon the tautology, but it's written in the verdict), established by the court, decided to organize "terrorist acts" in Belarus on a permanent basis for no reason.
Further, according to the regime's version of the story (materials of the court verdict and the article in the newspaper "SB - Belarus Today" of 22.07.2024 by the odious propagandist L.Gladkaia.), the following occurred - no later than September 20, 2023 "the leaders of the organized group" involved a native, citizen and resident of the FRG Crieguera RicoMr. Krieger, born in 1993, as a direct perpetrator of crimes in the Republic of Belarus, including the terrorist act under their leadership. Krieger allegedly wanted to join the foreign battalion "Western", which is part of the Kalinowski Regiment, and applied there via Internet messengers, but the "Kalinovites" connected him with an SBU employee named "Nikolai". Krieger was in contact with representatives of the Kalinovsky Polk and the SBU via video link, on 20.09.2023 he confirmed his willingness to work for the Ukrainian security services and the to commit terrorist acts in Belarus.
October 2, 2023 (which is only 12 days after the remote "recruitment") Rico Krieger entered Belarus under the guise of a tourist on the instructions of the SBU, carrying a quadcopter (drone) ROLLEI FLY 60 with accessories. According to the SBU assignment, October 4, 2023 he's taking pictures of the area 97115 and military equipment in Osipovichi, Mogilev region. October 5, 2023 - photographed a section of railroad tracks, cars, loading and unloading platform near the Ozerishche railway station, located in Pershamaiski district of Minsk, and sent the data to the SBU employee "Nikolai". On the same day, the German citizen received from the SBU supervisor the coordinates and photos of the cache with an improvised explosive device (IED), as well as instructions on how to install it on the railroad. The IED cache was located under a power line support in a wooded area in the same Pershamaiski district of Minsk. Krieger took a backpack with IED from the cache, transported and installed it on the railroad tracks of the station "Ozerishche". He informed the curator about the completion of the task, returned to the Minsk hotel by cab. The next day - Oct. 6 he was supposed to fly to Baku.
On the night of October 5-6, 2023, at 11:22 p.m.Before a passenger train arrived at the Ozerishche railway station, an IED planted by Rico Krieger detonated. The explosion damaged the railroad track, shattered a window pane in a nearby house, deformed the metal door of a private bathhouse, and left local residents, including children and the elderly, very frightened and psychologically traumatized. In addition, Oct. 6 military equipment was to be loaded on the track where the IED was planted. Due to the explosion, the loading was delayed, which led to the disruption of planned activities of the Armed Forces of Belarus, demoralization and intimidation of servicemen, i.e. affected the defense capability and national security of Belarus.
On October 6, 2023, Krieger was apprehended He was prosecuted by Lukashenka's "siloviki" and subjected to criminal prosecution, including for committing a terrorist act. During the investigation, he told in detail about his recruitment and the circumstances of the SBU assignments, including the verification of testimony at the scene of the crime. However, at the trial, the German citizen refused to testify and pleaded guilty only to the episodes of "agent cooperation" with the SBU.
According to the verdict of the court of Minsk region of 24.06.2024Mr. Rico Krieger was found guilty of committing crimes under the following articles of the Criminal Code (CC) of the Republic of Belarus:
- part 1 of article 13 of the Criminal Code "Preparation for a crime" and Article 133 of the CC "Mercenarism" (in the form of preparation for a crime) - participation in armed conflicts or hostilities in the territory of a foreign State by a person who is not a member of the armed forces of the belligerent parties and who acts for the purpose of obtaining material remuneration without the authorization of the State of which he or she is a national or in whose territory he or she permanently resides (the penalty imposed is as follows 5 years in prison);
- part 3 of article 289 of the Criminal Code "Act of terrorism" - in the commission by an organized group of an explosion for the purpose of influencing the decision-making of the authorities, intimidating the population, destabilizing public order (the penalty imposed is - death penalty (firing squad);
- ч. 4 Art. 295 CC "Illegal acts with regard to firearms, ammunition and explosives" - in illegal storage and carrying of explosives and explosive devices, committed by an organized group for the purpose of committing an act of terrorism (the penalty imposed is - 7 years in prison);
- part 4 of article 309 of the Criminal Code "Intentionally rendering a means of transportation or means of communication inoperable" - in intentionally damaging a means of communication, which could lead to the death of a person, a wreck, an accident and other serious consequences, for the purpose of committing an act of terrorism (the penalty imposed is 10 years in prison);
- Art. 358-1 CC "Agent activity" - in cooperation of a foreign citizen with a special service of the security bodies of a foreign state, associated with the commission of actions knowingly aimed at causing harm to the national security of Belarus, agent activity (the penalty imposed is - 5 years in prison);
- part 3 of article 361-1 of the CC "Creation of an extremist formation or participation in it" - in joining an extremist formation for the purpose of committing a crime of extremist orientation (the punishment imposed is 4 years in prison).

In addition to the propaganda version, it should be noted that 25.07.2024 Lukashenka's television aired a 16-minute movie about Krieger - "Confessions of a German terrorist", which largely refutes the above information. But this movie will be analyzed below.

Characterization of circumstances and consequences of the explosion at the Ozerishche railway station
What happened on the night of October 5-6, 2023. the explosion at the railroad station "Ozerische" was promptly reported by the Belarusian democratic mass media. According to the information Communities of railroad workers in BelarusThe place of explosion - the outskirts of the railway station "Ozerishche", about 600 meters from the station building, in the opposite direction from Minsk (in the direction of the railway station "Kolodishchi"). There are 5 railroad tracks running parallel to each other on this section. The movement of passenger and freight trains is mainly carried out on tracks No. 1, No. 2 and No. 3, while tracks No. 4 and No. 6 are generally used for shunting and loading/unloading operations. At the same time, the explosive device was detonated on 05.10.2023 at 23:22 not on the railroad tracks, but in between the tracks - between secondary tracks No. 4 and No. 6.
As a result of the explosion, one railroad span was damaged (2 sleepers destroyed, rail geometry disturbed). The consequences from the explosion were eliminated the next day within 2 hours. The amount of damage to the Minsk branch of the Belarus Railway, according to the court verdict, amounted to 1,639 rubles 66 kopecks (44.3 basic units), which at the official exchange rate as of 06.10.2023 is equivalent to USD 491. Important point - After the explosion, rail traffic at Ozerishche station was not blocked and the tracks were not inspected for other explosive devices.
Meanwhile, in a similar situation that night. September 4, 2023When the KGB detained "terrorists" near the Kokhanovo railway station (Vitebsk region), the railroad traffic on that section was closed for 2 hoursalthough no IEDs were planted and the railroad tracks were not blown up.
The site of the explosion is observed by CCTV cameras of the Ozerishche railway station. In the immediate vicinity there are residential houses and outbuildings, 2 automobile roads and a path running through the railroad tracks (i.e. this area is quite busy). It should be noted that during the period of half an hour before the explosion and half an hour after the explosion, the passage of any railroad trains across the tracks № 4 и № 6 of the Ozerische station was not planned.

At the railway station "Ozerishche" there is periodically loading and unloading of military equipment and military property, as there are several Belarusan military formations located near it. However, during the above-mentioned period and the following days none military transportation through Ozerishche station was neither performed nor planned. And as for transportation in the interests of the Russian armed forces, there have been none for about six months.
Thus, the circumstances of the "terrorist attack" are extremely strange. This explosion, which took place in the field of view of video surveillance cameras, based on the place of IED planting, its power and the time of the action could in no way interfere with the railway traffic through the station "Ozerishche", not to mention the damage to military transportation or the danger of derailment of passenger trains. If a "terrorist attack" was to be carried out at that time and in that area, it would have been much more convenient and effective to carry it out just a few hundred meters outside the Ozerishche railway station. There are only two tracks on either side of the station, the area is less busy, and there are wooded areas adjacent to the railroad tracks, but there are access roads and paths that lead directly to the tracks.

Lies and "inconsistencies" in propaganda materials
And now, when the technical circumstances of the explosion at the Ozerische railway station are generally understood, let us consider the propaganda movie "Confessions of a German Terrorist", in which the Lukashists refute their own conclusions. Despite the fact that during the filming of the movie Rico Krieger looks completely "crushed" psychologically, crying and wailing, even using such a controlled state, the regime propagandists did not manage to "spin" this German citizen to confess to the incriminated "crimes".
The first "puncture" of the movie is financial. Krieger's words are translated as follows - "as an orderly, I earned 2,800 euros in Germany, which is less than in the regiment I eventually contacted, I was offered 2,000 thousand euros a month...". The scriptwriters of Lukashenka's television have an obvious problem with arithmetic. At the same time, the words of Rico himself are not heard. Thus, the movie refutes the statement of propagandist L.Gladka that Krieger wanted to go to Ukraine not for ideological reasons, but for the sake of money, as he earned more in Germany.
The information voiced by Krieger about the presence of allegedly 132 foreign formations in the Ukrainian army can be explained by a large number of Internet accounts on this topic, which he found. But some of these accounts are "fake" and were created by Putin-Lukashenko's "under-siloviki" to identify and prosecute potential volunteers.
Krieger further claims that the "SBU representative" with whom he communicated via video link assured him that he would be contracted by the Ukrainian Defense Ministry. That is, he will officially join one of the AFU units. In this case, the question about Rico Krieger's preparation to commit a crime under Article 133 of the Criminal Code of Belarus "Mercenarism" cannot be discussed at all, because according to both Belarusian and international legislation, military mercenaries are not foreigners who serve in the official military formations of the opposing parties (see the article of the Criminal Code of Belarus "Mercenarism").A supplement on this issue is presented at the end of the article in the section "Legal assessment of the criminal case against Rico Krieger").
No statements by Krieger or other evidence about his contacts with the Kastus Kalinowski Regiment are presented in the movie, although screenshots of his correspondence with other international units of the AFU are shown. Where the Belarusian national white-red-white flag of the "SBU representative", who communicated with Krieger via video link, came from, we will tell you in the next section of the article.
Important pointThe court's verdict and L. Gladka's article state that this FRG citizen wanted to join the foreign battalion "Western" of the PKK and no later than September 20, 2023 "was part of the SBU-PKK criminal group." But the creation of the Western Battalion was announced later - not until September 25, 2023 (so Krieger allegedly joined the battalion in question when it didn't exist.).
According to Krieger's story, it follows that he had no intentions to commit any actions in Belarus, but wanted to go to Ukraine. Throughout his communication with the "representative of the SBU" he did not receive any commands to commit terrorist acts or other illegal actions. Before arriving in Belarus, he was not at all aware of the nature of the "check" he was to undergo. As a result, the "tasks" were photographing open objects and carrying a backpack from point "A" to point "B", which Rico did not open and did not know what was in it. So the statement of L. Gladka that Krieger expressed his readiness to commit terrorist acts in Belarus is false.
In the episode of the film, where Krieger allegedly "at the scene of the crime" tells how he was photographing objects in Osipovichi, in fact, the surroundings of the railway station "Ozerische" are shown. In her article L.Gladkaia pointed out that Krieger in Osipovichi photographed military equipment and territory 97115. BELPOL and our partners have not yet discovered this mysterious 97115 neither in the area of Osipovichi, nor on the territory of Belarus in general.
The "stash" shown in the movie where Krieger took the backpack allegedly containing the IED-- blatant imitation. A small hole about 30 centimeters deep, and even within the territory of Minsk, where residents can walk their dogs, can not be a safe place to store an IED, planted by a special service.
The movie did not answer the main question - how and by whom was the IED detonated, what was its device and technical characteristics? And why the explosion occurred in such a strange place and time for a "terrorist act" (preventing substantial damage)?
The main conclusion that can be drawn after watching the said movie is. and why did the "SBU" need to route Rico Krieger to Belarus in the first place? The sites he photographed are on google maps and up-to-date satellite images available to Ukrainian security agencies. Krieger is not an expert in military matters (he previously worked as a civilian security guard) and has no skills in handling explosive devices, as a foreigner he stood out among the local population and clearly attracted attention. He did not assemble or set up the IED, did not detonate it, and did not know at all what was in the backpack he left near the railroad tracks. Just moving the backpack (allegedly with an I.E.D.) from point "A" to point "B" on the territory of Pershamaiski district of Minsk could be the person who put this backpack in the "hiding place" or another local resident, who would be much better oriented in the surrounding environment than the foreigner and would not attract attention.

The real circumstances of what happened to Rico Krieger.
In this section, BELPOL will only present information that can be published without jeopardizing our sources of information, but it will be sufficient to clarify the whole picture.
In reality, the situation that happened to Rico Krieger was as follows. Due to personal life circumstances, this German citizen wanted to quickly and radically change his lifestyle. One of the promising, as it seemed to him at the time, directions - was joining any international unit of the Armed Forces of Ukrainewhere, given his professional skills and health problems, he would most likely have been used as a paramedic.
Krieger began writing via Internet messengers to all the units whose data he had found. At the same time, he had little orientation in the Ukrainian-Russian-Belarusian topics. As a result, the same thing happened to him as to many participants of the Belarusan protests. in September 2023, he ran across a fake Internet account of Lukashenko's "siloviki".. Krieger began to play an operational game with the aim of luring him to the territory of Belarus, creating the appearance of his crimes, condemning him and using this circumstance in the foreign policy interests of the Minsk regime. "The SBU employee "Nikolai", who was in contact with him via video link, is actually Lukashenka's "silovik". The white-red-white flag during the video calls was used by a fake "SBU representative" in order to discredit Polk Kalinowski during the subsequent trial. In fact, Krieger had nothing to do with the PKK activities.
The German citizen turned out to be an overly naive and easily manipulated person, he immediately believed that he was communicating with an "SBU representative". In order not to scare him off, no "terrorist attacks," explosive devices, or military installations were reported to Krieger. A fake "SBU officer" persuaded Krieger to come to Belarus for the "verification" required for acceptance into the AFU, without revealing the nature of the events. That is, initially the German citizen did not have any unlawful intent against Belarus.
To prevent the "operation" from being disrupted, Krieger was forbidden to tell anyone about his communication with the "SBU representative" and his plans to come to Belarus. In order to speed up his arrival in Belarus, as well as to avoid being seen by the German security services, a transit route through Azerbaijan was developed. At the same time, Krieger did not need to obtain a Belarusian visa, because in case of arrival in Belarus through air ports, the rules of visa-free entry for citizens of Germany (and many other countries) apply to citizens of Germany (and many other countries). The above "operation" was personally authorized by dictator Lukashenka.
Taking into account the problematic nature of writing off money for the regime "siloviki" when conducting such an exclusive operational combination, Krieger was persuaded to bear all the costs of arrival and stay in Belarus at his own expense. The incurred expenses were promised to be compensated upon completion of the "inspection".
It should be noted that Rico Krieger on entry 02.10.2023 in Belarus "according to the SBU assignment" had with him a quadcopter (drone) ROLLEI FLY 60 with accessories. At the same time, with 25.09.2023 The import of drones by individuals into Belarus has already been banned by Lukashenko's decree No. 297 "On state registration and operation of civilian drones".
The ROLLEI FLY 60 quadcopter is absolutely unsuitable for "spy" activities. Its cost is about 100 euros, weight - 160 grams, battery charge is enough for only 9 - 10 minutes of flight, the declared range of stable communication with the base station - 40 meters, it can not be used even in light wind conditions.
In general, this drone is a child's toy, but its importation into Belarus under the ban was one of the elements of the artificially created "evidence base" of the allegedly illegal activities of the German citizen.
Also, "on the instructions of the SBU curator," Krieger bought a Belarusian SIM card in Minsk in his name, which he used in one of his cell phones. This made it easier for Lukashenka's "siloviki" to control the movements of the foreigner and to document his "criminal activity". The "operation" with Rico Krieger was formalized as an operational and investigative measure "operational experiment". However, in fact, it was a provocation carried out with gross violations of the current Belarusian legislation.
Krieger's assignments to carry out photo-video filming of objects in Osipovichi and the Ozerische railway station were necessary to obtain "material evidence" of his "agent activity in the interests of the SBU".
This was the "minimum program", sufficient, in the opinion of the regime officials, to ensure the criminal prosecution of Krieger in RB.
At the same time, Krieger was informed that the objects he was fixing were being used in the interests of the Russian army and he was helping to save many Ukrainian lives.
When Rico Krieger completed the above tasks, Lukashenko's "siloviki", without giving him a chance to recollect, moved on to the "program-maximum" - imitation of committing a terrorist act. Several punitive structures of the regime were involved in this operation, partly the information was communicated to individual heads of the Belarusian railroad. Krieger was not told that it was necessary to blow up the railroad tracks. He was given his "tasks" step by step, with no time to think about his actions.
At first, on the instructions of a fake "SBU handler", he was supposed to simply take the backpack from a hastily arranged "siloviki" cache in a forest belt. Krieger was not told about what was in the backpack. He did not open the backpack. In fact, there were no explosives in this backpack, it contained a fake IED. Krieger was then tasked to arrive with the backpack at the Ozerische railway station, then to put the backpack near the railroad tracks, take a photo and send it to the "curator". No instructions on how to install IEDs on railroad tracks (according to the propagandists) he was having trouble.
In this way a fictitious "evidentiary base" was formed. The blowing up of the railroad tracks was done by Lukashenko's "siloviki" in a fully controlled environmentIn the absence of any traffic on these tracks, the damage was minimized and at a time when there was no traffic on these tracks.
For "situation control" at night. October 5-6, 2023 some senior employees of the Belarusian Railroad were at their workplaces, and Lukashenka's KGB officers were present at a number of BelZhD facilities. It was on the instructions of the KGB representatives that the railroad connection at Ozerishche station was not blocked after the "IED explosion" (There was no need for this, as the KGB representatives and the BelZhD management knew that the "terrorist act" was fictitious).
When Rico Krieger was apprehended, he was quickly "broken" psychologically (because he didn't intend to carry out a terrorist attack.) and the latter gave detailed testimony "about the fulfillment of SBU assignments".
It seems that Krieger still doesn't realize that he didn't communicate with any "SBU" and PKK at all, but became a victim of provocation of Lukashenko's "siloviki".
And one more significant point. About a month after the "trial", having failed to get the German side to satisfy the conditions set in exchange for Krieger's transfer to the FRG authorities, the regime organized a "leak" of some information about the trial, as a result of which the information about the death sentence passed on the foreigner became known first to the Belarusian and then to the world public. The aim was to put public pressure on the FRG leadership to be "more accommodating".

Legal assessment of the criminal case against Rico Krieger.
And now on the basis of the norms of the current Belarusian legislation (without evaluating itWe will analyze in detail whether and how Rico Krieger's actions constituted a crime. It should be taken into account that all the articles of the Criminal Code of the Republic of Belarus incriminated against this German citizen belong to the category of "intentional crimes", i.e. the person who committed them must be aware of the public danger of his actions, wish or foresee and consciously allow the occurrence of socially dangerous consequences (Article 22 of the Criminal Code of the Republic of Belarus). Let us analyze not in the order of numbering of articles of the Criminal Code, but from "simple" to more complex criminal offenses.
Article 133 of the Criminal Code "Mercenarism"
Participation on the territory of a foreign state in armed conflicts, military actions A person who is not a member of the armed forces of the belligerent parties and acting for the purpose of receiving material remuneration without the authorization of the state of which he is a citizen or in the territory of which he permanently resides (mercenarism) - is punished by imprisonment for a term of three to seven years with or without a fine.
This criminal article does not fall under universal jurisdiction (When criminal prosecution is carried out regardless of the place where the crime was committed, the nationality and place of residence of the defendant). Rico Krieger's intentions to join the international military formation of the AFU are not directed against the interests of the Republic of Belarus, as there is no armed conflict between Belarus and Ukraine. That is, the criminal jurisdiction of Belarus does not apply to these acts of a German citizen living outside the territory of Belarus. In addition, only foreigners, fighting outside the armed forces of the opposing parties, are subject to criminal liability under this article. And Rico Krieger intended to join the international unit of the AFU with the conclusion of a contract with the Ministry of Defense of Ukraine (which Lukashenko's propagandists themselves confirmed in the movie "Confessions of a German Terrorist".).
So in the actions of Rico Krieger. no crime under part 1 of article 13 and article 133 of the Criminal Code.
Article 361-1, part 3, of the Criminal Code "Creation of an extremist formation or participation in it"
Entry of a person into an extremist formation for the purpose of committing a crime of extremist orientation (participation in an extremist formation) - is punished by restriction of freedom for the term up to four years or imprisonment for the term from two up to six years with or without a fine.
Under this article of the Criminal Code, Rico Krieger is charged with participation in the activities of an "extremist formation" - Kastus Kalinowski Regiment. But no evidence confirming at least the communication of the foreigner with representatives of the PKK (Not to mention "committing extremist crimes" as part of the PKK) are not represented at all.
According to BELPOL, Rico Krieger did not participate in the activities of the PKK, therefore he was convicted under Article 361-1 of the Criminal Code of the Republic of Belarus unreasonably.
Article 358-1 of the Criminal Code "Undercover Activities"
Cooperation of a foreign citizen or stateless person with a special service, security or intelligence agency of a foreign state, international or foreign organization, associated with the commission of actions knowingly aimed at harming the national security of the Republic of Belarus, in the absence of signs of other more serious crimes against the state (agent activity) - shall be punished by imprisonment for a term of three to seven years with or without a fine.
As we have already indicated above, in reality, no "representatives of the SBU" (i.e., a foreign intelligence agency) Rico Krieger did not cooperate, but communicated with Lukashenka's "siloviki". The operational experiment on "alleged favoring of unlawful activity" conducted against him cannot be recognized as legitimate, as according to Article 14(2) of the Law of the Republic of Belarus "On Operative Investigative Activities"In the course of operational-search activities "organs". It is prohibited to provoke citizens to commit crimes.
In other words, Krieger himself should have purposefully sought contact with representatives of foreign intelligence services, moreover, "for the purpose of committing acts knowingly aimed at harming the national security of Belarus". And if he was offered to help "SBU" by Lukashenka's "siloviki", this, according to the legislation in force in Belarus, is the following provocation.
The regime did not provide any evidence that Krieger initially wanted to harm the national security of the Republic of Belarus, therefore, his actions constitute a criminal offense under Article 358-1 of the Criminal Code of the Republic of Belarus it does not appear.
Krieger pleaded guilty under this article because he believed that he was actually carrying out SBU assignments.
Article 295 of the Criminal Code "Illegal acts with regard to firearms, ammunition and explosives"

Article 295, paragraph 4, of the Criminal Code - Acts provided for in paragraphs 2 or 3 of this Article, committed by an organized group, as well as for the purpose of committing the crimes provided for in Articles 124-127, 131, 287, 289-292, 359 and 360 of the present Code - shall be punished by imprisonment for a term of four to twelve years with or without a fine.
The situation is similar with regard to this criminal offense. Rico Krieger had no intention to come to Belarus for the purpose of illegal storage and transportation of explosive devices to commit a terrorist act. He was provoked by the "law enforcers" of the regime, who with the help of psychological manipulations forced the foreigner to take a backpack with unknown contents from the cache.
Moreover, according to BELPOL, there were no explosives in the backpack Krieger was carrying.and there was a fake IED. Krieger did not open the backpack and did not know what was inside.i.e., he had no intent to possess and transport an IED for the purpose of committing a terrorist act.). If even Krieger speculated that the backpack might have contained an IED (or maybe drugs or "spy gear" or money, etc.), it does not constitute an offense.
Thus, he was convicted under part 4 of article 295 of the Criminal Code of the Republic of Belarus wrongfully.
Article 309 of the Criminal Code of the Republic of Belarus "Intentionally rendering a means of transport or means of communication inoperable"
Intentional destruction, damage or otherwise rendering unserviceable the means of railway, water, air, road, trunk pipeline transport, communication routes, structures on them, signaling or communication facilities or other transport equipment, if these actions could have caused the death of a person, a wreck, an accident or other serious consequences.
Article 309, paragraph 4, of the Criminal Code - acts provided for in paragraph 1 of this Article, committed for the purpose of committing the offenses provided for in Articles 124-127, 131, 289, 359 and 360 of the present Code - shall be punished by imprisonment for a term of seven to fifteen years with or without a fine.
The situation is the same as for the two previous criminal offenses. Rico Krieger had no plans, desire or intent to undermine the railroad tracks in Belarus. Moreover, he did not receive or carry out a specific assignment to blow up the railroad tracks. This is a provocation of the regime. As for his alleged storage and transportation of IEDs, see above.

In view of the above arguments, the conviction of Rico Krieger under this article, much less the death penalty - this is the height of cynicism and perfidy of regime "justice"..
Clearly, either way, intent the German citizen has the right to commit a "terrorist act" for the purposes specified in the disposition of Article 289 of the Criminal Code of the Republic of Belarus. there was no. On the contrary, Lukashenko's "law enforcers", who organized and committed this "terrorist attack", had the intention to "intimidate the population, to influence decision-making by the authorities, to obstruct political or other public activities or to destabilize public order". After all, it is under the pretext of fighting fictitious "extremism" and "terrorism" that the dictator's punitive structures commit lawlessness, repressing any persons disloyal to the regime. We note separately that the "exceptional measure of punishment" (firing squad) is assigned to Rick Krieger on the basis of "commission of a crime by an organized group." which, according to the sentence of the Minsk region court, consists of "unidentified persons".

Conclusions
Putting aside the moral aspect, purely from a professional operational and legal point of view, it is incomprehensible how, in conditions of complete psychological and technical control over the naive crank Rico Krieger, the regime "siloviki" could not even form a formal composition of the commission of the incriminated crimes and could not obtain a confession of "guilt".

If the prosecution of Rico Krieger under these circumstances were to be carried out in Belarus until 2020 (when criminal laws were largely enforced), then. it's unlikely that the case would have gone to trial. They would have limited it to "prevention" or an official warning.
The above information convincingly proves that there is no "terrorist" - German citizen Rico Krieger, but there is Lukashenko's terrorist regime, which is looking for victims among the citizens of the European Union.
And this criminal regime will not stop by itself. Let's remember how Lukashenka's "siloviki" started - with accusations of the democratic opposition of poisoning the water supply with dead rats and preparation of sharpened fittings for mass riots. Then came the fake "border breaches" and arms depots, but the results of the investigation of fabricated criminal cases showed no convictions. Now the regime is blowing up railroads and actually threatening to shoot a foreigner accidentally trapped by the "underpowered". So far, there have been no casualties among Belarusians, only old people and children have been scared to death. But it's only for now, with such a tendency the victims will appear soon. Lukashenko's oprichniks have clearly taken the direction - to take an example from "big brothers" from russia, who have killed many of their citizens in operational war games.
The worst thing about this situation is that this tactic of the Lukaszysts is working. Krieger is recognized by the public as a "criminal" and the question is only about mitigation of his punishment. There are negotiations with Lukashenka's regime "on the settlement of the situation" and it seems that there are already intermediate agreements. BELPOL calls not to negotiate with the terrorists who have seized power in Belarus. If you deal with bandits, you should never "play" by their rules, as you will always lose. The 30-year history of the Western world's flirtation with Lukashenka's regime has convincingly shown that this "wolf" will always look towards the forest and any agreements with him are ultimately meaningless. The spiral of repressions and crimes of the regime has spun towards an unprecedented increase in scale. It is high time to use force against the Belarusan dictatorship.
To begin with - at least to really use measures of economic pressure, to completely close the border for cargo traffic from Belarus, until the regime releases all Belarusan political prisoners and foreign hostages from prisons.
