Based on the internal report of the Internal Affairs Department of the Gomel Regional Executive Committee
The editorial board had at its disposal a scathing internal document sent by the head of the Gomel regional police to the chairman of the Gomel regional executive committee Ivan Krupko. The materials of the inspection conducted in the summer of 2025 show that the agrarian sector of the region is in a critical condition. Among the problems identified are mass drunkenness, embezzlement, negligence of management and inaction of local authorities.
Binge drinking as part of the "work process"
According to the report, only during the week of August 25-31, the police recorded 18 cases of workers under the influence of alcohol. During the whole period of the harvesting campaign there were 168 such violations, among them 24 watchmen.
"Binge drinking has become part of the production process, and management prefers to overlook the obvious"," the memo said.
These figures reflect not isolated cases, but a systemic failure of management control in the field.
Farms without security and responsibility
The report paid special attention to the enterprises Moiseevka OJSC, Bumazhkova-Agro OJSC and Oktyabrsky-Agro OJSC. Despite numerous inspections and dozens of prescriptions, their managers failed to take measures to safeguard state property.
Revealed:
- absence of fences and gates on farms and ICCs;
- uncontrolled storage of fertilizers and fuels in the open;
- ignoring representations from the internal affairs authorities.
Farm managers, as a rule, receive warnings, even after repeated violations.
Emergency buildings and threat to life
After the tragedy of 2024, when a teenager was killed when the wall of a grain drying complex collapsed, no conclusions were drawn. Many enterprises still have dilapidated buildings without fences, where chemicals and fertilizers are often stored.
"Control over the condition of emergency facilities has not been established to date"," the inspectors noted.
A wave of embezzlement and criminal cases
During the harvesting campaign, 37 criminal cases were initiated:
21 - under the article "Misappropriation or embezzlement",
9 - "Theft",
3 - "Abuse of official authority",
2 - "Receiving a bribe".
Over 1.5 thousand liters of diesel and gasoline were stolen in three episodes of fuel theft alone. A total of 8.4 thousand liters of fuel and 124 tons of fertilizer were recovered during the campaign - figures that in themselves speak of the scale of the theft.
Silence and inaction of the authorities
The most disturbing part of the report concerns the reaction of local authorities. Kastrychnitski District Executive Committee systematically ignores the representations of the Department of Internal Affairs. Even after official appeals, where direct violations of the law were recorded, the situation does not change.

A system that is decaying from within
The conclusion of the report is unambiguous: agriculture in Gomel region is plagued by corruption, drunkenness and impunity. Farm managers, local officials and inspection structures have been locked in a circle of trust for years, in which both state property and human life are lost.
The region needs real personnel decisions, criminal cases and managerial responsibility, not just regular reports and showy reprimands. Until this happens, degradation will only deepen.
