
BELPOL received a number of documents from "not indifferent" Belarusians, indicating a significant deterioration of the labor market situation in the country. This "inconvenient" information is unlikely to be published by the Lukashenko regime. So we're going to cover another mystery.
According to official statistical data, in 2024 average number of employees in Belarus compared to 2023 decreased by 43,000 people (by 1.7% of the total number of employees).
The largest decreases occurred in the following industries:
- transportation activities - by 11 thousand people (on a 6.6%), including pipeline transportation - by 5 thousand people (decreased by 3.6 times compared to 2023);
- agriculture - by 11 thousand people (on 4.1%);
- retail trade - by 7 thousand people (on 3.5%);
- education - by 7 thousand people (on 2%);
- industry - by 6.5 thousand people (1%).
There is also an outflow of personnel in construction, health care, communication enterprises, organizations in the sphere of real estate operations.
However, some industries recorded an increase in the number of employeesthe most they've increased in number:
- wholesale trade - by 5 thousand people (on 13.7%);
- professional and scientific activity - by 1.2 thousand people (at 1.7%).
In Belarus as a whole, the ratio of hired and dismissed workers amounted to 94%, i.e. fewer people are hired than dismissed.
Thus, the labor market continues to shrink. The situation is especially difficult in the "provincial" regions, where it is much more difficult to find a job than in Minsk and regional centers. This is confirmed by the situation with the so-called "territories with a tense situation on the labor market".
Reference: According to the regulatory documents, the list of territories with a tense situation in the labor market includes regions that meet a number of statistical criteria indicating problems of employment of citizens. In these areas, the duration of unemployment benefits has been doubled (from 3 to 6 months). In addition, if an unemployed person registers as an individual entrepreneur, he/she may be provided with a lump-sum payment of unemployment benefit. A subsidy of up to 15 times the subsistence minimum budget (i.e. up to 6567 rubles).
According to a 2023 analysis by the regime's "ministry of labor and social protection," the above "problematic23 districts of Belarus out of 118 were included in the "territories" (19,5%). These include:
- in Minsk region - 1 district (Vileysky);
- in Grodno region - 1 district (Dyatlovsky);
- in Brest region - 2 districts (Ivatsevichi and Malorita);
- in Gomel region - 4 raions (Yelsky, Narovlya, Rechitsa, Khoiniki);
- in Mogilev region - 7 districts (Dribinskiy, Klichevskiy, Krasnopolskiy, Mogilevskiy, Mstislavlskiy, Osipovichi, Cherikovskiy);
- in Vitebsk region - 8 districts (Beshenkovichi, Verkhnedvinsk, Postavy, Rosson, Senno, Ushach, Chashniki, Shumilinsk).
In the same analysis conducted in 2024, the list of territories included with a tense situation on the labor market has already hit 46 districts of Belarus out of 118 (39%), i.e. twice as much as last year. Including:
- in Minsk region - 3 districts (Berezinskiy, Vileyskiy, Slutskiy);
- in Grodno region - 2 districts (Iviev and Shchuchyn);
- in Brest region - 7 districts (Gantsevichy, Drohichy, Ivanovo, Ivatsevichy, Malorit, Pinsk, Stolin);
- in Gomel region - 11 districts (Dobrush, Yelsk, Zhitkovichi, Zhlobin, Kormyan, Loyev, Narovlyansky, Oktyabrsky, Petrikov, Svetlogorsk, Khoinikskyi);
- in Mogilev region - 10 districts (Belynichy, Kirov, Klimovichi, Klichev, Kostyukovichi, Krasnopolsky, Mstislavl, Slavgorod, Khotimsky, Cherikovskyi);
- in Vitebsk region - 13 districts (Beshenkovichi, Braslav, Liozna, Miorsky, Polotsk, Postavy, Rossonsky, Sennensky, Tolochinsky, Ushachsky, Chashniki, Sharkovshchinsky, Shumilinsky).
At the same time, it should be taken into account that the regulatory documents prohibit the inclusion in the above list of cities of regional subordination, of which there are 10 in Belarus. So, that the list of "problematicThe "employment and outflow of personnel of the territories could be even greater.
