BELPOL, an association of law enforcement officers of Belarus analyzed the information received on political repressions in Belarus for the year 2023.

Let's start with the "administrative offense" statistics.
Here's the information for 2022 и 2023 years on the most "popular" articles of the Code of Administrative Offenses (CAO) of the Republic of Belaruswhich the regime incriminated honest Belarusians.

It should be noted that the information on Article 24.3. of the Administrative Code (Art. 23.4. of the CAO as amended in 2003) "Disobedience to a lawful order or demand of an official in the exercise of his official powers" include both cases of persecution of citizens on political grounds and data on persons who actually committed violations of the law.
Statistics show that in Belarus as a whole the number of administrative proceedings initiated in the following cases 2023. under this article of the CAO has not changed significantly in comparison with 2022. (down 1.5%).
At the same time, the trends differ by region.
Thus, in 2023. compared to the previous period the number of administrative protocols increasedcompiled by Art. 24.3. of the CAO in the Brest region (on 8.9%) and especially in the Minsk region (on the 45%). In Grodno region the indicators 2023 и 2022 of the year are practically identical. In other regions this article of the CAO became less frequently used, especially in Vitebsk region (a decrease of 22.6%), Gomel region (a decrease of 21.7%) and in Minsk (a decrease of 16.9%).
Regarding information on the use by regime punishers of Article 24.23. of the Administrative Code (Art. 23.34 of the CAO as amended in 2003) "Violation of the order of organizing or holding mass events"it makes sense, as this "norm of legislation", which contradicts the Constitution, is used by the Lukashists exclusively for the purposes of political repression.
In 2022. the above-mentioned article of the Administrative Offenses Code was most widely applied in the city of Minsk - 1092 administrative records (64% of their total number across Belarus) and Vitebsk region - 170 protocols (10,0%), the least of all - in Gomel region - 63 protocols (3,7%) and Mogilev region - 61 protocol (3,6%).
In 2023. compared to 2022, there was a significant decrease in the number of administrative protocols drawn up under this article of the Code of Administrative Offenses in Belarus as a whole - с 1705 before 757 (by 55.6%, i.e. by a factor of 2.3.).
The reasons for this are as follows:
- The bulk of Belarusians who supported the protest against the lawlessness of the junta had already been "worked out" by the punishers in 2020-2022 years;
- the regime is on a clear path The government began to tighten political repression and began to use criminal prosecution of "dissenters" on a larger scale.
However, in the context of regions, the dynamics of the application of Art. 24.23. of the Administrative Code (Art. 23.34 of the CAO as amended in 2003) also has significant differences.
Thus, the number of administrative protocols drawn up under this article in 2023 In the Brest region, there was a significant decrease by 40,6% (i.e. 1.7 times), Gomel region - by 71,4% (i.e. 3.5 times), Mogilev region - by 83,6% (i.e. 6.1 times), Minsk - on 78,8% (i.e. 4.7 times). At the same time, in Vitebsk region their number increased by 56,5%In the Minsk region the growth amounted to 24,3%.
Let's move on to information on politically motivated criminal cases.
BELPOL received enough complete and volumetric information on the above topics. The following statistics provides data on articles Criminal Code of the Republic of Belarus (CC) used by the Lukashenko's criminal regime to conduct the political repressions.
At the same time, for an objective understanding of the information provided, it should be noted that information on criminal cases under a number of articles of the CC includes both cases of politically motivated persecution of citizens, as well as data on persons who actually committed violations of criminal law.
BELPOL Believes, that this situation is characteristic of the following articles of the Criminal Code:
- Art. 130-1 "Rehabilitating Nazism."
- Art. 203-1 "Unlawful acts in relation to information on private life and personal data";
- Art. 218 "Willful destruction or damage to other people's property."
- Art. 341 "Desecration of structures and property damage."
- Art. 341-1 "Propaganda or public display, manufacture, distribution of Nazi symbols or paraphernalia";
- Art. 358 "Espionage."
- Art. 358-1 "Undercover Activities."
- Art. 363 "Resistance to a police officer or other person protecting public order";
- Art. 364 "Violence or threat of violence against an employee of internal affairs bodies";
- Art. 366 "Violence or threat against an official performing official duties or another person performing a public duty."
- Art. 373 "Willful disclosure of state secrets."
- Art. 375-1 "Unlawful collection or receipt of information constituting state secrets";
- Art. 389 "Threats against a judge or people's assessor";
- Art. 391 "Insulting a judge or people's assessor."
- Art. 411 "Malicious disobedience of the requirements of the administration of the correctional institution executing punishment in the form of imprisonment".
According to the documentary material available to BELPOL, As of the beginning of 2023, the following criminal cases initiated in the previous period were pending before the regime's "law enforcers" (mostly in 2022) on articles of the CC used for political repression, the investigation of which was not completed in 2022.

As of 01.01.2023, as of 01.01.2023, Lukashenko's punitive structures were in "production" of 1471 criminal proceedings under "exclusively political" articles of the Criminal Code.
Of these, the largest proportion were criminal cases initiated under the following articles of the Criminal Code (in descending order of caseload):
- Art. 369 "Insulting a representative of authority" (There may be few cases of criminal proceedings under this article for non-political reasons) — 855 cases (58,1% of the total number of politically motivated criminal cases);
- Art. 368 "Insulting the President of the Republic of Belarus" - 242 cases (16,5%);
- Art. 130 "Incitement of racial, national, religious or other social enmity or discord" - "Incitement of racial, national, religious or other social enmity or discord" - 82 cases (5,6%);
- Art. 361-1 "Establishment of or participation in an extremist formation" - 54 cases (3,7%);
- Art. 367 "Libel against the President of the Republic of Belarus" - 46 cases (3,1%);
- Art. 342 "Organization and preparation of actions that grossly violate public order, or active participation in them" - 42 cases (2,9%).
Thus, of the above criminal cases. 77,7% was brought for "slander" and "insults" against the dictator and his henchmen.
Under other articles of the Criminal Code, used by Lukashists for political repressions, as of 01.01.2023 there were 766 criminal cases (It is currently not possible to determine from them the exact number of politically motivated criminal cases).
The largest share of criminal cases in this category were criminal cases initiated under the following articles of the Criminal Code (in descending order of caseload):
- Art. 341 "Desecration of structures and property damage" - 194 cases (25,3%);
- Art. 203-1 "Unlawful acts in relation to information on private life and personal data" - "Unlawful acts in relation to information on private life and personal data" - 191 case (24,9%);
- Art. 364 "Violence or threat of violence against an employee of the internal affairs bodies" - 145 cases (18,9%);
- Art. 218 "Willful destruction or damage to other people's property" - 70 cases (9,1%);
- Art. 391 "Insulting a judge or people's assessor" - 59 cases (7,7%).

In total, in 2023 Lukashenko's punitive structures initiated 5,012 criminal cases under "exclusively political" articles of the Criminal Code.
Of these, the largest proportion were criminal cases initiated under the following articles of the Criminal Code (in descending order of caseload):
- Art. 369 "Insulting a representative of authority" (There may be few cases of criminal proceedings under this article for non-political reasons) — 1570 cases (31,3% of the total number of politically motivated criminal cases);
- Art. 368 "Insulting the President of the Republic of Belarus" - 1263 cases (25,2%);
- Art. 342 "Organization and preparation of actions that grossly violate public order, or active participation in them" - 798 cases (15,9%);
- Art. 361-2 "Financing extremist activities" - 423 cases (8,4%);
- Art. 361-4 "Promoting extremist activities" - 261 case (5,2%);
- Art. 130 "Incitement of racial, national, religious or other social enmity or discord" - "Incitement of racial, national, religious or other social enmity or discord" - 203 cases (4,1%).
- Art. 367 "Libel against the President of the Republic of Belarus" - 150 cases (3,0%).
It should be noted that for "slander" and "insult" of the self-appointed ruler and his "prikorytniks", the following proceedings were initiated 59,5% of the total number of criminal cases under "exclusively political" articles of the Criminal Code.
In addition, 1,609 criminal cases were initiated under other articles of the Criminal Code used by the Lukashists for political repression (It is currently not possible to determine from them the exact number of politically motivated criminal cases).
The largest share of criminal cases in this category were criminal cases initiated under the following articles of the Criminal Code (in descending order of caseload):
- Art. 341 "Desecration of structures and property damage" - 499 cases (31,0%);
- Art. 364 "Violence or threat of violence against an employee of the internal affairs bodies" - 261 case (16,2%);
- Art. 203-1 "Unlawful acts in relation to information on private life and personal data" - "Unlawful acts in relation to information on private life and personal data" - 238 cases (14,8%);
- Art. 218 "Willful destruction or damage to other people's property" - 151 case (9,4%);
- Art. 411 "Malicious disobedience to the requirements of the administration of the correctional institution executing punishment in the form of imprisonment" - - 98 cases (6,1%);
- Art. 363 "Resistance to an officer of the internal affairs authorities or other person protecting public order" - 93 cases (5,8%);
- Art. 391 "Insulting a judge or people's assessor" - 89 cases (5,5%).
Data Tables 3 show that politically motivated criminal cases in the Republic of Belarus in 2023 of the year were only stirred up by the so-called "Investigative Committee," "KGB," and "Prosecutor's Office."Although the other punitive structures of the regime, especially the so-called "kinetic" ones. "MIA."have certainly put a lot of effort into "shaping materials." to initiate political repression of citizens.
By. "purely political" under articles of the Criminal Code by the so-called "Investigative Committee" - 4779 criminal cases (95,4%), the so-called "KGB" - 92 cases (1,8%), the so-called "Prosecutor's Office" - 141 case (2,8%).
It should also be considered that per person several criminal cases may have been initiated under different episodes or articles of the Criminal Code, and in some cases 1 criminal case has been brought against several individuals.
In addition, a number of criminal cases have been brought not against specific individuals, but against after the fact "committing a felony.". Therefore, the above-mentioned number of initiated criminal cases does not equal the number of citizens prosecuted on political grounds.
Thus, taking into account the criminal cases available on the 01.01.2023 and initiated during 2023, last year the regime "investigated" 6483 criminal cases under "exclusively political" articles of the Criminal Code, and 2375 criminal cases brought under other articles of the Criminal Code used by the Lukashists to carry out political repression (Among the second category, there are some non-politically motivated criminal cases.).

Under the "exclusively political" articles of the Criminal Code of only the investigation has been suspended by 1626 cases, which amounted to 25,1% of the total number of them in "production" (6483 - sum of criminal cases available as of 01.01.2023 and initiated in 2023).
In terms of articles of the Criminal Code, the statistics are as follows (selectively, in the order of the articles of the Criminal Code):
- Art. 130 "Incitement of racial, national, religious or other social enmity or discord" - suspended 49 criminal cases from the available 285i.e. 17,2%;
- Art. 293 "Mass riots" - suspended. 7 cases from 27i.e. 25,9%;
- Art. 309 "Intentionally rendering a vehicle or means of communication inoperable" - suspended 8 cases from 15i.e. 53,3%;
- Art. 361-4 "Promotion of extremist activities" - suspended 67 cases from 293i.e. 22,9%;
- Art. 367 "Defamation against the President of the Republic of Belarus" - suspended 44 cases from 196i.e. 22,4%;
- Art. 368 "Insulting the President of the Republic of Belarus" - suspended 371 case of 1505i.e. 24,6%;
- Art. 369 "Insulting an authority figure" - suspended 983 cases from 2425i.e. 40,5%;
- Art. 370 "Misuse of state symbols" - suspended 30 cases from 100i.e. 30%.
Under other articles of the Criminal Code used by the regime for political repression, 859 criminal cases were suspended out of 2,375 pending, or 36.1%. In terms of articles of the CC, the indicators are as follows (selectively, in the order of the articles of the Criminal Code):
- Art. 203-1 "Illegal actions in relation to information on private life and personal data" - suspended 228 cases from 429i.e. 53,1%;
- Art. 218 "Intentional destruction or damage to other people's property" - suspended 63 cases from 221i.e. 28,5%;
- Art. 341 "Desecration of structures and damage to property" - suspended 369 cases from 693i.e. 53,2%;
- Art. 364 "Violence or threat of violence against an employee of internal affairs bodies" - suspended 76 cases from 306i.e. 24,8%;
- Art. 366 "Violence or threat against an official performing official duties or another person performing a public duty" - suspended 51 case of 190i.e. 26,8%;
- Art. 391 "Insulting a judge or people's assessor" - suspended 52 cases from 148i.e. 35,1%.
What do these numbers mean? Let's find out. According to article 246, paragraph 1, of the Code of Criminal Procedure of the Republic of Belarus "Grounds, procedure and terms of suspension of preliminary investigation":
Art. 246 part 1 of the Code of Criminal Procedure - The preliminary investigation shall be suspended if one of the following grounds preventing its continuation and completion is present:
1) failure to identify the person to be brought as an accused;
2) when the accused has absconded from the criminal prosecution body or when for other reasons his/her whereabouts have not been established;
3) when the whereabouts of the accused is known, but there is no real possibility of his participation in criminal proceedings due to consideration of extradition by a foreign state, as well as due to the impossibility, for objective reasons, to arrive at the place of the preliminary investigation if he is outside the Republic of Belarus;
4) temporary mental disorder (illness) or other illness of the accused preventing his/her participation in procedural actions and certified by a doctor working in a state health care organization;
5) impossibility to perform investigative actions, without which a decision on the termination of the preliminary investigation cannot be taken;
6) failure to find the missing person.
It's pretty obvious, that the reasons for suspending the investigation of the bulk of the above-mentioned criminal cases are: failure to identify the "accused" (i.e., no known perpetrators of the "crime"), hiding them from the "prosecuting authority" either being outside of "prosperous" Belarus.
The above statistics on suspended criminal cases with "political coloring" convincingly debunks the myths of Lukashist propaganda about the regime's all-powerful "enforcers"In fact, in many "crimes", even those committed directly against the dictator and his "oprichniki". However, there is another aspect to this information. Suspended "criminal cases" are a "time mine" for Belarusians who participated in the protest. More than 2,000 "political" criminal cases are waiting for their victims. According to the above information, an investigation was completed in 2023 3180 cases under the "exclusively political" articles of the Criminal Code from the 6483(i.e., in "production"). 49,1%).
It is unlikely that a significant number of these criminal cases will be terminated with the release of criminal sanctions, so these figures actually mean the number of criminal cases brought to trial (It should also be taken into account that many criminal cases have been consolidated into one proceeding).
Once again, we would like to remind you that on 1 person several criminal cases may have been initiated (common), as well as by 1 criminal case several persons could be recognized as defendants (rarer situation), so. the number of criminal cases does not equal the number of defendants (In reality, the number of criminal cases will exceed the number of persons charged in them).
The percentages are as follows (selectively, in the order of the articles of the Criminal Code):
- Art. 130 "Incitement of racial, national, religious or other social enmity or discord" - terminated 157 criminal cases (share - 4,9% of all completions in 2023 of cases on "purely political articles of the CC) of the available 285 (55,1%);
- Art. 342 "Organization and preparation of or active participation in actions that grossly violate public order" - completed 787 cases (share - 24,7%) of the available 840 (93,7%);
- Art. 361-2 "Financing of extremist activities" - completed 380 cases (share - 11.9%) of the available 433 (87,8%);
- Art. 361-4 "Facilitating extremist activities" - completed 122 cases (share - 3.8%) of the available 293 (41,6%);
- Art. 367 "Defamation of the President of the Republic of Belarus" - finished 92 cases (fraction 2.9%) of the available 196 (46,9%);
- Art. 368 "Insulting the President of the Republic of Belarus" - finished 698 cases (share - 21.9%) of the available 1505 (46,4%);
- Art. 369 "Insulting a representative of authority" - over 726 cases (fraction - 22.8%) of the available 2425 (29,3)%;
- Art. 370 "Desecration of state symbols" - over. 59 cases (fraction - 1.9%) of the available 100 (59,0%).
Under other articles of the Criminal Code used by the regime for political repression, in 2023, investigations were completed in 768 criminal cases out of 2,375 that were in "production", which amounts to 32.3%.
In terms of articles of the Criminal Code, the figures are as follows (selectively, in the order of the articles of the Criminal Code):
- Art. 218 "Intentional destruction or damage to other people's property" - completed 93 cases (share - 12.1%) of the available 221 (42,1%);
- Art. 341 "Desecration of structures and damage to property" - finished. 63 cases (share - 8.2%) of the available 693 (9,1%);
- Art. 363 "Resistance to a police officer or other person protecting public order" - completed 80 cases (share - 10.4%) of the available 111 (72,0%);
- Art. 364 "Violence or threat of violence against an employee of internal affairs bodies" - completed 223 cases (fraction - 29.0%) of the available 306 (72,9%);
- Art. 366 "Violence or threat against an official performing official duties or another person performing a public duty" - completed 110 cases (fraction 14.3%) of the available 190 (57,9%);
- Art. 391 "Insulting a judge or people's assessor" - finished. 44 cases (fraction - 5.7%) of the available 148 (29,7%);
- Art. 411 "Malicious disobedience to the requirements of the administration of a correctional institution serving a sentence of deprivation of liberty" - terminated 96 cases (fraction - 12.5%) of the available 108 (88,9%).
It should be separately noted that the information mentioned in Table 5 confirms the "fakeliness" of the so-called "crimes of terrorist and extremist character", which the regime incriminates against the Belarusan resistance.
So according to the articles of the CC: Art. 289 "An Act of Terrorism." Art. 290-4 "Establishment of an organization to carry out terrorist activities or participation in it", Art. 290-5 "Organization of the activities of a terrorist organization and participation in the activities of such an organization", Art. 293 "Mass riots." Art. 309 "Willfully rendering a vehicle or means of communication inoperable." Art. 342 "Organization and preparation of actions that grossly violate public order, or active participation in them", Art. 359 "An act of terrorism against a state or public figure." Art. 361-1 "Creation of an extremist formation or participation in it", Art. 361-4 "Promoting extremist activities" in the 2023 total number of investigations completed in the year 980 "crimes," but no property damage has been established for any of them. That is, the facts of "terrorism-extremism" allegedly took place and were "proved" by the dictator's punitive structures in criminal procedure, but the damage from these "crimes" did not occur.
It is clear that the materials of these criminal cases are falsified.

Thus, on "exclusively political" articles of the Criminal Code in 2023 by regime "siloviki" were established 1809 of persons "who have committed a felony" (i.e., suspects or defendants in criminal cases), their number amounted to 36,1% of the number of criminal cases initiated in 2023 in this category.
These indicators confirm that the majority of "political" criminal cases were brought by "in the commission of a felony."and not against specific individuals (mainly when analyzing forwarded messages on Internet networks).
Of the above-mentioned number of persons: minors - 39 person (2,2%); women are. 495 person (27,4%), workers - 598 person (33,1%); employees - 93 person (5,1%), the students are. 44 person (2,4%). That is, among Belarusians who in one way or another protested against dictatorship and lawlessness, a significant number of them were laborersThis refutes the myth of Lukashist propaganda that the opponents of the regime are mainly students and "prostitutes and drug addicts".
The largest number of "identified persons who committed a crime" in terms of articles of the Criminal Code is as follows:
- Art. 342 "Organization and preparation of actions that grossly violate public order, or active participation in them" - 856 person (47,3% of all detected persons);
- Art. 368 "Insulting the President of the Republic of Belarus" - 302 person (16,7%);
- Art. 369 "Insulting an authority figure." - 230 person (12,7%).
Thus, in 2023 The majority of the "identified persons" were citizens who participated in the protests or "insulted" the dictator and his henchmen on the Internet.
If we compare the information in Table 6 with the number of criminal cases initiated in 2023then the following picture emerges (selectively, in the order of the articles of the Criminal Code):
- Art. 130 "Incitement of racial, national, religious or other social enmity or discord" - initiated 203 criminal cases, revealed 104 persons "who have committed an offense (51,2%);
- Art. 342 "Organization and preparation of actions that grossly violate public order or active participation in them" - initiated 798 cases identified 856 persons (107,3%i.e., more than 1 person may be involved in one criminal case, and additional persons may have been identified in criminal cases initiated before 2023);
- Art. 361-2 "Financing of extremist activities" - initiated 423 cases, and the only thing that's come to light 54 persons (12,8%i.e. most of the criminal cases were initiated on the facts of money transfers, but the persons involved were not identified).
The situation is similar for the following articles of the CC:
- Art. 361-4 "Promotion of extremist activity" - initiated 261 case, identified 56 persons (21,5%,);
- Art. 367 "Defamation against the President of the Republic of Belarus" - initiated 150 cases identified 60 persons (40,0%);
- Art. 368 "Insult to the President of the Republic of Belarus" - initiated 1263 of the case, revealed 302 persons (23,9%);
- Art. 369 "Insulting a representative of authority" - instituted 1570 cases identified 230 persons (14,6%);
- Art. 370 "Desecration of state symbols" - initiated. 76 cases identified 34 persons (44,7%).
Given that the regime often brings several "political" criminal cases per person, the actual number of individuals in criminal cases in this category will be substantially less than the total number of "identified persons" shown in Table 6.
The above information also supports the conclusions drawn from the results of the analysis Tables 4 (Information on criminal cases suspended in 2023). The majority of suspects in "political" criminal cases have not been identified, or the persons involved in the cases are known, but their procedural status has not been officially determined. Therefore, Belarusians abroad who are involved in protest activities should not return to their homeland in any case for the time beingwhere the threat of prosecution is very high.
Under other articles of the Criminal Code used by the regime for political repression, in 2023, the dictator's punitive structures have established 667 persons "who have committed an offense" (i.e. suspects or defendants in criminal cases), their number amounted to 41,5% of the number of criminal cases initiated in this category in 2023 (i.e. the situation is similar to "purely political" criminal cases.). Of the above-mentioned number of persons: minors - 15 person (2,2%); women are. 114 person (17,1%), workers - 180 person (27,0%); employees - 9 person (1,3%), the students are. 21 person (3,1%).
To the shame of Lukashenko's "underpowered" men, it should be noted that women were prosecuted for 2023 81 criminal proceedings for "violence or resistance" against the punishers and their assistants. Prior to the events of 2020, criminal cases against women under these criminal offenses were very rarely initiated, and for representatives of the "power bloc" to act as "victims" in such situations was considered to be shameful. But now the servants of the regime have no moral restraints at all.
In terms of articles of the Criminal Code compared to the number of initiated criminal cases, the figures are as follows (selectively, in the order of the articles of the Criminal Code):
- Art. 218 "Intentional destruction or damage to other people's property" - initiated 151 case, identified 76 persons (50,3%);
- Art. 341 "Desecration of structures and damage to property" - initiated. 499 cases identified 48 persons (9,6%);
- Art. 363 "Resistance to a police officer or other person protecting public order" - initiated 93 of the case, revealed 87 persons (93,5%);
- Art. 364 "Violence or threat of violence against an employee of the internal affairs authorities" - initiated 261 case, identified 236 persons (90,4%);
- Art. 366 "Violence or threat against an official performing official duties or another person performing a public duty" - initiated 133 of the case, revealed 93 persons (69,9%);
- Art. 391 "Insulting a judge or people's assessor" - initiated 89 cases identified 9 persons (10,1%);
- Art. 411 "Malicious disobedience to the requirements of the administration of a correctional institution serving a sentence of deprivation of liberty" - initiated 98 cases identified 96 persons (98,0%).
