On July 31, the illegitimate ruler signed Decree No. 239 "On Reimbursement of State Support", which was the next stage in the enslavement of servicemen and representatives of the security forces, especially officers. The continuous outflow of officers throughout the entire existence of the dictatorship forced it to adopt normative-legal acts, which are "financial hooks" for the military.
The first step to enslave "people in shoulder straps" was the introduction in 2005 of mandatory tuition reimbursement in case of expulsion from educational institutions of the Ministry of Defense, Ministry of Internal Affairs, Ministry of Emergency Situations or dismissal before the end of the expiration of the first officer's contract. The price of the issue is tens of thousands of Belarusian rubles. Further, in 2015, in the whole power block the following were introduced Payments at the conclusion of second and subsequent contractswhich had to be returned upon early termination.
February 13, 2023 Lukashenko signs a decree "On Rental Housing for Military Personnel".In accordance with which rental housing can be transferred free of charge to the ownership of servicemen and a number of categories of "law enforcers" if they have 25 calendar years of service (in case of service over 20 years - the housing can be bought on favorable terms or rented indefinitely).
One of the pompous stories on VoenTV showed the "happy" owner of such an apartment - an officer of the "elite" 5th Special Forces Brigade Lt. Col. Alexei Meleshkov. With 25 years of service and two sons in the family, he received only a two-room second-hand apartment with low consumer qualities in an unpretentious district center. The junta clearly played on the low level of demand for the quality of life of the generation of Belarusian servicemen, brought up on "freebies". Why the "lieutenant colonel" couldn't earn an apartment for 25 years of service and had to wait for "alms" from the dictator, VoenTV couldn't explain.
The above-mentioned Decree "On Reimbursement of State Support Provided" closes for many military and law enforcement personnel as a last opportunity leave the service before "retirement age". After all, according to the decree, they must serve at least 10 years from the beginning of receiving a favorable loan for housing construction. Otherwise, they will be obliged to "reimburse the state support provided to them and their family members". Thus, the "financial hooks" put people in uniform in lifelong dependence on the junta.
