On November 19, 2023, we released the investigation about the pseudo-private firm GardService LLC - the only "private" security organization in Belarus, that has a special permit to acquire, store and transfer civilian and service weapons to its employees.
The investigation reveals the whole background of GardService Ltd. - ranging from memos with Sheiman's resolution, secret minutes of meetings in the dictator's office on the activities of the GardService, to the number of personnel, weapons and detailed descriptions of some of the protected facilities.
An equally important part of the investigation is devoted to corruption schemerelated to the receipt of sponsorship from the state organization BFSO "Dynamo" in the form of a number of buildings, structures and land plots in the city of Minsk.
BELPOL has obtained documents indicating involvement in this process both the dictator himself and his closest associate, Seaman..
In a very simplified version, the essence of the scheme is as follows:
- in accordance with a secret order from the dictator. free government property (those very buildings with lots);
- to sell the lots to a real estate developer;
- to get half of the profits from the construction of standard panel buildings plus compensation for demolition.
Total profit - 5.5 million dollarsThe money that could have been directed to the state budget will go into the pockets of Lukashenko and Sheiman.
In the course of the investigation, BELPOL found the most likely developer of the plots illegally alienated in favor of GardService. There was no sensation - this is TAPAS group of companiesowned by a businessman to Pavel Belomwho once played on Lukashenko's hockey team. In July 2023, Pavel White was detained "law enforcement agencies" of the Republic of Belarus and put in the detention center.

After the investigation aired. We were contacted by a person working for a construction-related organization (for security reasons we cannot name this organization). The source told us some interesting details about the development precinctsowned by GardService LLC. 83 Karvata St. in the city of Minskas discussed in investigation.
It turns out that except for Paul White's TAPAS, as a potential developer, the regime also considered the following LLC "Termotehstroy"whose founder is Eugene Zhukovsky. According to the source, Thermotechstroy's commercial offer (read the size of the kickback) to put it mildly didn't match the regime's appetiteand as a result. in May 2023, Evgeny Zhukovsky was in pre-trial detention.In August 2023, he was able to get out of it only in August 2023. We do not know what concessions Zhukovsky made, but knowing the regime's formula of "money for freedom", we assume they took a lot from Zhukovsky.

Source suggests, that the detentions of Zhukovsky and White may have been carried out as a "preventive measure" to increase their coaxing.
But the most interesting thing, according to the source, is. soon to be over 50 percent of TAPAS assets, i.e., a controlling interest, will be owned by one of the firms Sheiman controls.
