Belarus is becoming more and more deeply integrated into the defense complex of the Russian Federation

BELPOL continues to systematically record the signs of accelerated militarization of the Belarusian economy. This process, according to our data, is not just a consequence of the political rapprochement between Minsk and Moscow, but also the result of the purposeful policy of Lukashenko's regime aimed at structural integration of Belarusan industrial potential into the defense complex of the Russian Federation.

State policy of militarization

The term «militarization of the Belarusian economy», often used in our analytical materials, interviews, and public investigations, reflects the tendency when civilian industries are reoriented to fulfill defense orders in the interests of the Russian army.

Hundreds of Belarusian enterprises, which used to specialize in the production of civilian products, today perform tasks within the framework of the state defense order of the Russian Federation and provide assistance in circumventing sanctions for the production of armaments. At the same time, dozens of enterprises are being built from scratch or converted for the production of military goods - and the ultimate beneficiary of these processes is exclusively Russia.

Production cooperation: Belarus as a technological shop of Russia

BELPOL records an extensive system of cooperation between Belarusian enterprises and the Russian military-industrial complex in all directions:

  • «Peleng», «Rukhservomotor» «BelOMO» «Vavilov MMZ» «Diaprojector» - optical sights for tanks;

  • «MZKT, Volat Sanjian - chassis for Iskander operational-tactical complexes and S-300/S-400 anti-aircraft systems;

  • OAO Legmash, BelAZ, BMZ, Baztube - production of rockets.

  • "KB Unmanned Helicopters,» «KB Unmanned Helicopters, KB Display, GNPO Powder Metallurgy - production of UAVs

«KB Radar» - managing company of the holding «Radiolocation Systems», 558 Aviation Repair Plant, JSC, Tochnaya Mechanika, LLC, Discoms, ALC, Research Institute of Electronic Computing Machines, JSC, StankoGomel, JSC, Technika Svyaz, JSC, 140 Repair Plant, JSC, 2566 plant for repair of radio-electronic armament, JSC, AGAT - control systems, JSC - managing company of the holding company «Geoinformation control systems», AGAT-SISTEM, JSC, Zenit-BelOMO, JSC, Scientific and Technical Center «LEMT» BelOMO, NPUE, «AMKODOR» - managing company of the holding company, JSC.

Such cooperation actually turns Belarus into an «industrial rear» of the Russian military machine and the list of Belarusian enterprises involved in this can be continued almost endlessly. But in this article we would like to dwell on the joint-stock company «Amkodor», The company produces road-building machinery and, to be more precise, at the UE SVT, which is a part of it.

Example of Amkodor and UE SVT: from civilian tractors to military developments

Earlier in our investigation into the activities of OJSC Amkodor« we pointed out that its subsidiary, a unitary enterprise SVT, that he owns OJSC Amkodor-Belvar«, were engaged in the development of military equipment. The projects include a drone with the code name «Svisloch-SVT» and artillery fire guidance system «Vartavy.».

However, further analysis of the information BELPOL was receiving revealed that the involvement of UE SVT in defense projects went much deeper than we had previously described. According to the report Groups 1281 of the military representation of the Ministry of Defense of the Russian Federation, The company fulfilled its contractual obligations under the State Defense Order 2023 (GOZ-2023), including repair and maintenance of instruments 15E838U, used to monitor fuel consumption in military vehicles.

Historical context and strategic significance

Back in 2007, UE SVT signed the first state contract with the Russian Ministry of Defense for the production of these devices.

According to the same report, the enterprise was also engaged in the repair of equipment «cipher 15Э1155» and hardware «cipher 159838У», related to the control systems of stationary missile systems П-135 and П-118.

According to the GRAU index (Main Rocket and Artillery Directorate of the Defense Ministry of the Russian Federation) Complex P-118 (15P118) - is a strategic silo missile system with an intercontinental ballistic missile. R-36M UTTX («Satan») A Soviet-built missile capable of carrying a thermonuclear charge. Despite the fact that this system was to be decommissioned, russia decided to extend its service life. This ballistic missile is still on active duty today.

complex P-135 (15P135) - this Soviet liquid-propellant intercontinental ballistic missile (ICBM) mine basing. It carries up to six warheads and a set of anti-missile defense systems. Since the late 2010s UR-100N UTTX is used as a carrier for a guided munition unit in the missile system «Vanguard".

The key element in this process is Belarusian components and service, which is provided by the UE SVT.

Transportation of valuable cargo from Belarus to Russia is carried out by the Republican Unitary Enterprise «Spetsvyaz». This organization became widely known after of our investigation about circumvention of sanctions through Belarus when supplying Russian diamonds to the world market. Given the fact that Spetsvyaz RUE is a state-owned enterprise, the maximum involvement of the entire Lukashenko regime in the processes is again traced.

Belarus as an element of the Russian rearmament program

The data we have collected confirms: Belarus is not just indirectly involved in Russian defense programs - it is an active participant in them. Belarusian enterprises perform specific tasks to maintain the combat capability not only of the aggressor's army, but also of Russia's strategic complexes, including the Russian nuclear forces.

This close production and technological connection forms a stable dependence of the Belarusian economy on military orders of the Kremlin and deepens its integration into the Russian system of defense production. And this integration is carried out exclusively on Lukashenko's initiative.

Conclusion

Militarization of the Belarusian economy is not a temporary measure and not a side effect of the sanctions pressure. It is a conscious state strategy aimed at strengthening the authoritarian regime inside the country and ensuring its foreign policy support from Russia, with parallel assistance to the aggressor both in the war against Ukraine and in future conflicts.

BELPOL continues to monitor these processes and will publish further evidence of the involvement of the Belarusian military-industrial complex in the implementation of Russian military programs.
