However, despite the overall decline, this indicator remains above the regional averageThis is not surprising given the continuing structural problems in law enforcement.
A more detailed analysis reveals a number of worrying trends. In particular, recorded an increase in serious crimes, including murder, robbery, hooliganism and cybercrime. In addition, the number of crimes committed while under the influence of alcohol has increasedThis indicates the need to revise preventive measures in this area.
But the situation with prevention in the so-called "Ministry of Internal Affairs" is also dismal.
The system of crime prevention in the region still suffers from the typical MIA of Belarus formalisms. In particular, prevention meetings are often held without the participation of persons subject to prevention. In addition, there are cases of improper implementation of the activities provided for in the Comprehensive Plan for the Prevention of Offenses.
Recidivism remains a key problem.
The main factors contributing to its spread are unchanged:
- high unemployment rate among persons with a criminal record;
- alcohol abuse;
- substance abuse.
These circumstances require a more comprehensive approach to social rehabilitation of this category of citizens, which, alas, modern Belarus is not capable of.
A separate concern of the so-called "Ministry of Internal Affairs" is the growing number of "parasuicides" and self-harm among minors (from 51 to 69 cases). This indicates the lack of effectiveness of existing mechanisms for the protection of children and adolescents, as well as the inability of the system to respond in a timely manner to crisis situations in the youth environment.
The corruption component also remains a significant problem.
Despite the regime's official rhetoric about an uncompromising fight against corruption, the detected offenses mainly concern the agricultural sector. At the same time, corruption in the higher echelons remains standardly out of sight of the so-called "law enforcement agencies".
In 2024, only 65 corruption offenses were reported, but there are many more in reality, as we have repeatedly described in our publications and investigations.

Once again we have shown that the so-called "law enforcement officers" are able to write beautifully about the problems in the country without writing anything about it. Manipulation of figures is one of the most important skills of clerks from the so-called "Ministry of Internal Affairs" of the Republic of Belarus, while very little attention is paid to the work "on the ground". Total understaffing and lack of proper qualification noticeably affect the performance. The top leadership does not care about the real efficiency of the law enforcement system and, in particular, about the problems present in the district level of the system of the so-called "Ministry of Internal Affairs, Investigative Committee and Prosecutor's Office". One question remains: "How long will these very "ordinary employees" last and when will they realize that under the current regime in the country it is impossible to fight crime, because crime has seized power in the country?".
