According to the information received by the Belarusian law enforcers' association BELPOL is preparing to Law "On Amnesty in connection with the 80th anniversary of the liberation of Belarus from Nazi invaders".
The amnesty will provide for the release of minors, pregnant women, citizens, who have reached the generally established retirement age, disabled persons of group I and II, patients with open tuberculosis, patients with oncological diseases of the second, third and fourth degree, HIV-infected persons of the third and fourth stages, citizens who suffered from the Chernobyl NPP catastrophe.
However, the amnesty will not apply to citizens convicted on political grounds. And this is a final decision.
The articles to which the amnesty will not apply include:
- Art. 127 (Genocide);
- Art. 130 (incitement of racial, national, religious or other social enmity or discord);
- Art. 130-1 (Rehabilitation of Nazism);
Art. 133 (Mercenarism); - Art. 191 (Obstruction of the exercise of electoral rights, the right to participate in a referendum, or the realization of the right of citizens' legislative initiative);
- Art. 193-1 (Illegal organization of activities of a public association, religious organization or foundation or participation in their activities);
- Art. 198 (Obstruction of legitimate professional activity of a journalist);
- Art. 198-1 (Violation of legislation on mass media);
- Art. 203 (Violation of the secrecy of correspondence, telephone conversations, telegraphic or other messages);
- Art. 203-1 (Unlawful acts with regard to information on private life and personal data);
- Art. 290 (Threat to commit an act of terrorism);
- Art. 290-1 (Financing of terrorist activities);
- Art. 290-2 (Facilitating terrorist activities);
- Art. 290-3 (Undergoing education or other training for participation in terrorist activities);
- Art. 290-4 (Establishment of an organization to carry out terrorist activities or participation in it);
- Art. 293 (Mass riots);
- Art. 341 (Desecration of structures and damage to property);
- Art. 341-1 (Propaganda or public display, manufacture, distribution of Nazi symbols or attributes);
- Art. 342 (Organization and preparation of or active participation in actions that grossly violate public order);
- Art. 357 (Conspiracy or other acts committed for the purpose of seizing state power);
Art. 361 (also note 1-5) - (Calls for restrictive measures (sanctions), other actions); - Art. 364 (Violence or threat of violence against an employee of "internal affairs bodies");
- Art. 367 (Libel against the President of the Republic of Belarus);
- Art. 368 (Insulting the President of the Republic of Belarus);
Art. 369 (also supra notes 1-3) (Insulting a representative of an authority); - Art. 370 (Abuse of state symbols).
Including the amnesty will not apply to all parts of the Art. 328 (Illicit trafficking in narcotic drugs, psychotropic substances, their precursors and analogues)and the notes to this article.
At the same time, this amnesty will be presented to the world as a signal of democratization of the regime and a manifestation of humanism.
